Yes, there's a hoop under this dress to make it a really ball gown. And with the hoop, the size of the ball gown will be exactly what you see in the picture.

Does the hoop come as part of the dress for no additional cost and what is the measurement of the hoop? Also is it a bendable hoop meaning can you sit in it or sit in a limo with it?

Yes, the hoop comes as a part of the dress with no additional cost. And the size of ball gown decides the size of the hoop. So actually there's no need for measurement for the hoop. And the hoop (peticoat) is made of loops of hard netting, it's flexible, please sit with no worries.
However, if you need us to make it exactly what it looks like in the picture (the size of the ball gown), we strongly recommend you to add 3 more hoops which is extremely flexible under pressure, and that will cost you an extra 17.5 USD.
